Abstract

|
This study explores how private health insurance affect medical use, controlling unobservable individual characteristics such as moral hazard and adverse selection. If unobservable characteristics increase medical use, the argument that private health insurance deteriorate the national health insurance(NHI) system of Korea would be weakened because the expansion of the NHI coverage also trigger medical use through unobservable characteristics. The result shows that unobservable characteristics affect medical use positive but private health insurance have no effect on medical use. The result also shows that controlling unobservable characteristics is important in the estimation of the effect of health insurance on medical use.
